Essential Educational Qualifications and Age Limits
Candidates must possess the essential qualification at the time of online application submission. Candidates appearing in the final year or awaiting their final results are NOT eligible to apply.
- Deputy Manager (Finance & Accounts) (Group A):
- Qualification: Master of Business Administration (Finance) {MBA (Finance)} acquired through a regular course from a recognized University or Institute.
- Age Limit: 30 Years.
- Library & Information Assistant (Group B):
- Qualification: Bachelor in Library Science from a recognized University or Institute.
- Age Limit: 30 Years.
- Junior Translation Officer (Group B):
- Qualification: Requires a Master’s degree in Hindi with English, or English with Hindi, or any other subject with Hindi medium and English/Hindi as compulsory subjects, as specified.
- Additionally: Recognized Diploma or Certificate Course in translation from Hindi to English and vice-a-versa, or two years experience of translation work in Central or State Government offices/undertakings.
- Age Limit: 30 Years.
- Accountant (Group C):
- Qualification: Bachelor’s Degree from a recognized University or Institute AND Intermediate in Chartered Accountant (CA) OR Intermediate in Cost and Management Accountant (CMA).
- Age Limit: 30 Years.
- Stenographer (Group C):
- Qualification: Bachelor’s Degree from a recognized University or Institute.
- Skill Test Requirement: Dictation of 05 minutes at 80 words per minute (English or Hindi shorthand), with specified transcription times (50 minutes for English, 65 minutes for Hindi).
- Age Limit: 28 Years.
Age relaxation benefits are available for specific categories such as SC/ST (5 years), OBC (3 years), and PwBD (10-15 years, depending on category).
Selection Scheme and Examination Structure
The selection process involves a Computer Based Test (CBT) for all posts.
1. Deputy Manager (Finance & Accounts) (Group A)
The selection involves a Two-Tier examination consisting of a CBT followed by an interview. Candidates will be called for the Interview/Personal Interaction in the ratio of 1:5 based on CBT performance.
- Tier-I (CBT): 120 Total Marks, 02 hours duration. Includes General Aptitude (Logical Reasoning, Quantitative Abilities, General Knowledge, General Verbal Ability) (40 marks) and Domain Specific Questions (80 marks) covering Finance, Accounting, Taxation, Auditing, and Management.
- Tier-II (Interview): 15 Marks.
- Total Marks: 135 (CBT + Interview).
2. Stenographer (Group C)
The selection involves a Two-Tier examination: CBT followed by a Skill Test in Stenography.
- Tier-I (CBT): 120 Total Marks, 02 hours duration. Components include Logical Reasoning/General Mental Ability (30 marks), General Knowledge (30 marks), and General Verbal Ability – English Language (60 marks).
- Tier-II (Skill Test): This test is mandatory but only qualifying in nature. It involves shorthand dictation (80 w.p.m. for 5 minutes) and transcription (50 minutes for English, 65 minutes for Hindi).
- Minimum qualifying standards: Maximum 7% errors allowed for UR; 10% errors allowed for OBC(NCL)/EWS/SC/ST/PwBD.
3. Library & Information Assistant, Junior Translation Officer, and Accountant (Group B & C)
These posts require a One-Tier examination (CBT).
- LIA/Accountant CBT: 120 Total Marks, 02 hours duration. Includes General Aptitude (40 marks) and Domain Specific Questions (80 marks) relevant to the respective field (e.g., Financial Accounting/Costing for Accountant; Library Legislation/Information Technology for LIA).
- JTO CBT: 120 Total Marks, 02 hours duration. Includes General Knowledge, Reasoning/Quantitative Abilities (40 marks), and Domain Specific Questions (80 marks) focusing on Hindi/English Literature, Grammar, and Translation skills.
Qualifying Criteria and Marking Scheme
Candidates must achieve minimum qualifying marks in the CBT: 40% for UR, 35% for OBC(NCL)/EWS, and 30% for SC/ST/PwBD.
Negative Marking: In the CBT, one (01) mark is awarded for every correct answer, and 0.25 marks shall be deducted for every incorrect answer.
Application Fee and Submission Process
Candidates must pay a Processing Fee through the online mode:
- Unreserved / OBC / EWS: Rs. 500/- for each post.
- SC/ ST/ PwBD: NIL (Exempted).
If Processing Fees are not paid by non-exempted candidates, the application will be treated as incomplete and summarily rejected. Candidates applying for more than one post must submit a separate application form and pay the prescribed fee for each post.
The application is a two-step process: Registration/profile creation, followed by the completion of the application form and online fee payment. Crucial documents, including scanned photographs (100 KB to 200 KB) and signatures (80 KB to 150 KB), must be uploaded in the specified JPG/JPEG format.
Mandatory Service Bond Requirement
Applicants should note the compulsory Service Bond required upon joining NHAI.
- Group ‘A’ Posts (Deputy Manager F&A): Selected candidates must execute a Service Bond for Rs. 5.00 lakhs.
- Group ‘B’ and Group ‘C’ Posts (LIA, JTO, Accountant, Stenographer): Selected candidates must execute a Service Bond for Rs. 3.00 lakhs.
In both cases, this bond stipulates serving the National Highways Authority of India (NHAI) for a minimum period of 03 years from the date of joining. Failure to comply (resigning or termination due to misconduct before the expiry of the bond period) makes the candidate liable to pay the specified bond amount to NHAI.
Reservation and Certificate Requirements
Reservation policies for SC/ST/OBC (NCL) Central List/EWS/PwBD will apply as per Government of India rules.
- OBC (NCL): Candidates must possess a caste/community certificate issued during the Financial Year (FY) 2025 – 2026 (issued on or after 01.04.2025) and must not fall in the creamy layer on the last date for receipt of online applications.
- EWS: Candidates must be in possession of the requisite Income & Asset Certificate based on income for Financial Year (FY) 2024-2025 (issued on or after 01.04.2025).
